The term "frost law" refers to the amount of frost that is remaining in the ground. With the warming of the ground as spring approaches, it can cause the pavement to heave and buckle, thus creating potholes and drops that can have a damaging effect on wheels and vehicles. To help reduce the damage to the roadway, counties enforce axle weights reductions depending on the road surface.
