Murder of Flint Toddler Remains Unsolved After 20 Years [VIDEO]

Jessica Phelps was just 4-years-old when she went missing from her Flint home in July of 1997. Her remains were discovered months later in Atlas Township. Now 20 years later, the case remains unsolved. Someone, somewhere has to know something.
